Greyed out Activate button in Audience app

The 'Activate' button is greyed out even though everything ran in the app successfully. (I was going to push the completed attribute builder app to prod to create a mock audience to make sure the audience works correctly, but I cannot click the button. I tried when the app was locked, unlocked, just finished running, I checked the attribute and their are metrics populated).

  The first time the Audience solution is used in a new environment the Activate button, which creates a job for the new app, will be disabled. The configurations of runtime, relative range, and schedule for Attribute, Audience, and Sync need to be set under the Activation menu to enable the Activate button within the apps. This is a one-time configuration, all new attribute, audience, and sync apps that are then activated will utilize these default configurations.
