New user creation - OnPrem for the AuthType value

When creating a new user, how is the option "OnPrem" used for the field AuthType? Of course, this will only be available in an on-prem installation, but what are the requirements to have the field selectable?

  ONPREM is only made available when clients want to use centrally managed user accounts via LDAP to control user access centrally and then it will be activated.
